For online visa application, photos are not required. Yet, upon arrival in Vietnam international airports, you NEED to show 2 photos of yours together with the passport and visa approval letter to the Immigration Officers (& pay thestamping fee) to get your visa stamped. And, the photos must have standard passport size, which means 4x6cm, must be clear and updated (within 6 months to date).
